About Jennifer Munro

Over the next couple of years, I was a consultant with my previous employer, and spent time volunteering with various organizations. I spent time traveling with my daughter, and surrounded myself with friends and family. In the summer of 2018, I was reintroduced to my now husband, Ryan and his son Jacob. We had known each other previously, but were brought back together by a mutual friend. We were married in January 2020 and immediately started the work needed to become licensed as Resource Parents. We finished up our licensing (to be foster parents) in July 2020, only days after finding out we were expecting twins. Our twins were born in early 2021, and we started our fostering journey in November 2021. In December 2021 the opportunity presented itself to run for City Council. Getting more involved with my community is something I always pictured myself doing. I was appointed on January 3, 2022.

In the past 9 months I have met with and learned from a lot of incredible people. I love getting to know everyone working in and for our city, meeting business owners and other individuals who are committed to seeing Westbrook thrive. I am dedicated to keeping our community safe, supporting economic and residential growth, preserving our beautiful trailways, and working with each of you to build the best version of Westbrook. I look forward to being re-elected and serving the community for many years to come.
My name is Jennifer Munro, and I have been a Westbrook resident for over 12 years. I have loved watching this city grow and evolve over the course of my lifetime, and I could not be more proud to represent Ward 5 on our City Council.

I grew up in Portland, with my parents and younger brother. My dad was very active in the pipefitters Union and my mother worked part-time at Shaws Westgate to be home with my brother and me. I graduated from Portland High School in 2004 and went on to graduate from the University of Maine in 2008 with a BS in Child Development & Family relations, with a minor is Psychology and a concentration in Disability Studies. I bought my first home in Westbrook with my first husband in 2010, as I was starting my career in the community-based mental health field.

I spent most of my early adulthood focused on my career and growing my family. Out of college I began providing in-home support services to families and children with mental health needs and developmental disabilities. Over the next couple of years I advanced my career to Regional Program Manager, managing our teams from York to Augusta. I then transitioned to Recruiting & Marketing Manager to help grow the company state-wide in 2016.
I got married in 2011 and had my daughter, Aubrey, in 2015. I became pregnant in August of 2016 with, what I had hoped, to be my 2nd child. On September 23, 2016 I came home from work and my life was forever changed. My husband had passed away, unexpectedly, after having a basic medical procedure done the day before. I went on to miscarry (for the 4th time in my life) 6 days later. I opted to leave the work-force full-time to focus on myself, my daughter and our healing.

I believe in a diverse and equitable city with top-notch schools, rich culture, beautiful trails and thriving businesses.
In the community
You can find me around Westbrook volunteering with the Congin Elementary PTO, as a coach for Westbrook Little League and as an active member of One Westbrook. I have been on the Charcot Marie Tooth Association Walk committee for 10 years and enjoy giving back whenever I can.


Be the change
I am running to represent the change I want to see in Westbrook. I want to watch the city continue to grow and diversify. I want to raise my kids in a kind, safe, equitable and inclusive community. Let's be the change together.
